Airline passengers will soon be able print their boarding pass, scan, check-in, board and also buy duty free goods, when QR codes start appearing on their custom delivered boarding passes.

QR scanning apps are now widely available for mobile devices as they facilitate the ease of transfer from the printed word to a web page which can provide comprehensive product information. They are a huge success in the Far East, especially Japan and South Korea and now leading retailers, like Tesco in the UK, are using them to enhance promotional offers.

Simply, consumers see the QR code on a poster, news or journal page and scan the code to gain more knowledge directly on the web.

Securidox believe that the inclusion of a QR code on their securely delivered airline boarding passes will not only enable the passengers’ smooth transit through their airport, but also it will take them immediately to the airline’s onboard sales portal.

When asked about the test, Mark Scott MD of Securidox said, “ID is essential, but a boarding pass is the one piece of paper that every passenger must have to travel. As the airline and duty free retail conference season unfolds with forthcoming events in London, Cannes and Miami, many specialist travel IT and consultancy firms are offering their proposals as to how the future will unfold and how these new technical advances will improve the passenger experience and the consequent retail revenues. In the last 10 days, five companies in this arena have all issued major statements related to on board, in-flight and airport retail activities.

SITA, the Paris based tech operation released an impressive promo video on YouTube promoting the future headlining it as “What the passenger wants”.

Meanwhile Amadeus, another travel related IT firm launched their report “The always connected passenger". m-Travel.com and Travel Distribution News also entered the fray with an informative article headed "Ancillary sales on mobile devices can instantaneously alter passengers travel experience"

Likewise, Guestlogix the Canadian Company well known for their payment terminals and merchandising initiatives with airlines introduced "Destination based and experienced focused offerings". IATA have also been “Shaping aviation's future” with their Vision 2050 theme.

All these developments and more are well summarised on the excellent website r&d hub who regularly feature how these industries are advancing for the benefit of all.

Ryanair Baggage, Spanish airports and the legal carry-on.

The carry-on baggage battle between Europe's leading low-cost carrier Ryanair and the Spanish Airports Authority AENA took another step forward this week with Ryanair issuing a comprehensive statement on their website clarifying their interpretation of the legal position. Simply the Spanish Airport monopoly recently sought and apparently gained a new statute in Spanish Law in an attempt to restrict what is commonly known as “the one-bag-rule”. This airline baggage condition restricts the passenger as to what he can carry on board an aircraft from airports.

The Spanish action was seemingly precipitated by complaints from European airports and their retail concessionaires that “duty-free” sales had dropped “up to 40%”, according to Ms Sarah Branquinho, Public Affairs Director of Spain’s largest airport retailer Autogrill, as quoted in Airport Business Magazine July 2010

Publicity surrounding this baggage fracas has only been seen to date in the airline, airport and duty-free trade press and up until now the forthcoming battle has been over-shadowed by the confusion surrounding the planned EU re-introduction of liquids in-flight. This was further highlighted last week when the UK Transport Minister Philip Hammond announced a 6 month delay in the proposed lifting of liquid rules with a Government source stating “The EU regulation will still come into force but, because of current security conditions, we are imposing stricter measures that mean, effectively, there will be no change”.

Meanwhile the airport operators in Europe and their retail counterparts have been pushing hard for both the liquid and baggage rules to be eased as their sales are allegedly hurting.

Press reports on the subject actually report Airports Council Europe Director General as saying that he commended the Spanish Airports on their legal action and recognising the right of passengers to carry their shopping onboard flights. But, there seems to be a direct correlation between the "defending of passenger rights and the alleged 40% drop in airport sales".

What seems to be unfolding here is a mystifying feud between the Spanish airports and in particular Ryanair. Recent bust-ups between the parties include the airline pulling out of both Gerona and Alicante due to disagreements over charges and procedures, whilst the baggage issue smoulders on.

What is more mystifying is when the baggage policies of other airlines operating to Spain are studied. Thomson Airways, a big charter and LCC, owned by the huge TUI Group quote the same regulations as Ryanair, but a lesser 5kg in-flight (by 50%) carry-on allowance. Their website states “Other bags such as handbags, laptop bags or laptop computers must be carried within the single item of cabin baggage. We recommend that video cameras, mobile telephones and other valuable items should be carried as hand luggage; they must not exceed the dimensions outlined above”, as do Monarch. Other airlines are similar with their rules, so why is there such a feud with Ryanair and why do AENA wish to pick a fight with all the major UK or Irish airlines that carry so many tourists to Spain? What is generally accepted as the best source for duty free sales statistics Generation Research of Sweden, quote airlines as having a 7% share of the market, whilst airports 59% (source 2009/10 Market review). Considering these shares and assuming they are accurate, is there a need for such a baggage fight and where are does this leave the Eco credibility of airports who wish to legislate to force more weight back into the skies?

This website advocates the purchase of duty free on arrival and all the benefits this practice brings, not to mention the fact that “duty free sales” within the EU do not actually exist as the practice was abolished by the very Legislators that seem (allegedly) to be supporting the Spanish legal action. Not to mention the arrivals shops currently being opened in all Spanish and UK airports because these airport sales (within the EU) do not legally need to be sold outbound and carried on aircraft at all. Even though non-EU Members, the Swiss airport Zurich seem to be one of the few dissenters as they recently issued a press release extolling the virtues of the arrival duty free shops they plan to open later this summer.

Easter flyers braced for an airline, airport security and baggage muddle.

April’s air travellers flying to, from and through The European Union will find themselves caught in the crossfire of a political and bureaucratic transport struggle this Easter, all centred around in-flight baggage allowances, security and the transit of liquids, known as “LAGS”. (Liquids, aerosols, gels).

Different transport industry sectors, regulators and industry lobbyists are all colliding at a perfect time to meet the Easter holiday rush with a confusing and conflicting array of interests and policies. The EU Transport Commissioners have already set their deadline as April 29 for the phased re-introduction of liquids (LAGS) through airports and onto aircraft. But, only last week Airports Council North America spokesman Christopher Bidwell commented in The Washington Examiner, stating their reticence to accept the policy. This is due to the new security equipment, which will be used to screen liquids for explosives, not being fully tested and not yet properly certified. He also said that it was unclear whether the TSA would accept the arrival and transit of duty-free or other liquids into the USA from Europe or beyond.

At the same time, Keith Spinks a spokesman for ETRC, a European duty-free retail lobby group, was quoted in Duty Free News International with regard to their meeting with EU Transport and Consumer Officials saying, “Our concerns were taken on board and now we are wondering what next steps to take with the Commission.

The most pressing issue we have at the moment is those low-cost carriers that are restricting hand luggage, which directly restricts the commercial activities at airports.” This campaign refers to their desire to pressure low-cost airlines, such as Ryanair, into relaxing their “one bag rule” restrictions. Ryanair and other LCC’s are yet to enter the debate, but expect a media firestorm when Michael O’Leary joins the fray.

In the Irish Mayo Advertiser (Feb 11th) Jim Higgins, North West MEP , has confirmed the lifting of the ban by transfer passengers within the EU in April-with the ban on all travelling with liquids and gels to be lifted by 2013. Crucially, (it stated) other major markets, notably the USA, Canada and Australia are not lifting restrictions for duty free items bought in Europe as US airport officials are concerned that this would create a security gap and may confuse travellers to their country. Thus, passengers travelling to these countries and then transferring will not be able to carry purchases acquired in European duty free shops. Higgins has written to the Transport Commissioners asking them to review in-flight baggage rules.

So, where does this leave the traveller from Easter and through the summer peak season? Ivor Smith Founder of dutyfreeonarrival.com says “duty free in Europe was abolished over 10 years ago, any goods sold from airports to intra-EU travellers can be (just as) easily sold to passengers inbound on the ground and in the arrival hall. In fact, EU airports are moving apace to open baggage hall shops, nearly every major UK airport terminal now has one." Smith cannot understand why The EU Transport Commission wants to penalise airlines for their carbon use, whilst trying to force them to carry more unnecessary weight on-board. He said "the Politicians seem to prefer the PR to the practicalities".

Catharine MacIntosh runs the website zerobaggage.com from Canada, where the Government is actively reviewing a policy to reverse the duty free modus operandi and introduce airport arrivals duty free shopping. On her recent blog post referring to this debate “Less baggage should increase airport revenue” she thinks that airports may be missing a huge opportunity for extra revenues, whilst the general trend is to travel light. Meanwhile other duty free and air travel related web sites are now emerging, suitearrival.com, taxfreetravel.com, luggagelimits.com and onebagger.squarepace.com all address the subject of light air travel rules and regulation. ACI have published a document on the web called "Liquids, Aerosols,& Gels. Myths and Realities".

Clearly, there is now a web market for this widely discussed and confusing subject for flyers and perhaps the free enterprise of the internet through travel bloggers and web sites, will be a solution to help, inform and advise them. Meanwhile, the Politicians seem to be muddling the issue with their attempts to assist travelers.

TVXQ persuade Chinese tourists to switch their shopping to Korean duty-free stores!

The Malaysian News Agency Bernama.com reports that Chinese tourists are switching their shopping destination to South Korea and away from Japan due to the growth in the popular culture called "The Korean Wave".

"We came here because of the Korean Wave," said Xiao Yongqiang, one of two Chinese guides leading the group of 17 tourists from Guangdong on China's southern coast. "We want to see, experience and buy everything that's in Korean dramas."

The popularity of Korean pop culture and entertainment, called the Korean Wave, and a strong yuan have been traditionally cited as a major magnet for Chinese tourists, but now there seems to be a new political factor in play.

Some Chinese tourists have canceled trips to Japan and instead headed to Korea since a diplomatic row in September inflamed anti-Japanese sentiment in China.

In that incident, Japan arrested a Chinese fishing boat captain after his vessel collided with Japanese coast guard boats in waters around an island group that both countries claim as their territory. Mass rallies and a boycott of Japanese goods ensued in China.

Stores in shopping districts like Myeongdong have added Chinese-speaking staff and glitzy arrivals duty-free stores are dropping European luxury brands to give more space to Korean cosmetics chains that are less expensive but more popular in the Asian region.

Nature Republic is one such cosmetics brand riding on made-in-Korea appeal in China. Its latest promotion pitch features members of the now-dissolved Korean boy band TVXQ, whose popularity is still invincible across China and Southeast Asia.

Arrivals duty free stores are not yet available in Korean airports, but there has been a recent submission by a Politcal party to change this status.

How did British Duty Free retailers and airports manage to get it so wrong?

This weekend has seen a hammering for British duty free retailers and airports, two major UK national sunday newspapers have battered the British airports and the retailers for their prices.

The News of the World printed a price check calling UK airport retail "Duty Fleece" highlighting prices compared to normal high street shops, whilst the more conservative Guardian printed a story related to airline baggage charges. "Airlines hit passengers with extra baggage charges".

Within this story, it warns passengers not to buy goods in airports in case they are confiscated or charged extra as part of their carry-on baggage restriction.

Then, just when the dust was settling, Kelkoo the online price comparison site released a widely circulated a story related to their pricing survey in airports. This story is a scathing report on prices and competitive value compared to other locations around Europe and highlights Heathrow airport within their headline. Blogs as far afield as Malaysia have churned the headline, whilst CNN, NY Times, MSN and AOL news have published it too.

How can it be that the UK airport retail market has received such a battering and when will the industry defend itself and explain why prices are so high, due perhaps to excessive airport retail rents and operating costs?

Such media coverage does nothing to enhance the confidence to generate consumer spending in "Travel Retail" and perhaps now is the time for a different approach to the market? In the meantime high street retailers must be rubbing their hands with glee!

Duty free website calls for new links with travel trade

London, UK - Duty Free on Arrival (DFOA) revealed this week a major redesign and new features such as one-click country searching for thousands of listings of arrivals duty free shops and shopper allowances worldwide. The site, with the slogan 'check before You Fly....Time on your Side' is the expanding portal for travelling shoppers and the travel trade to see in one place, for the first time, everything the traveller needs to know when weighing up different retail offers on any journey and on different modes of transport. New language versions were announced this week, now covering nine major languages.

Some 82 per cent of travellers now prefer to book and manage their travel online, according to a recent IATA survey, but only a tiny percentage of duty free goods are reserved or sold online.

With online ticket sales growing at a staggering rate and with online check-in and price comparison websites all currently booming in the travel space, Ivor Smith, Managing Director of DFOA, says that the duty free industry is a notable latecomer in this revolution. By the end of 2010 IATA has decreed that all air tickets will be bar-coded ready for mobile check-in and other new services.
“Only tour operators such as Thomson (TUI) and Thomas Cook with their airline operations and the cruise operators have really embraced the online concept. They are aggressively targeting duty free through the travel market and this trend is important because it is the travel agent who will always be the first point of contact with the traveller,” said Smith.

DFOA is a new upgraded service that wants to lead the duty free industry in a slightly different direction, into the online world. Duty free shops have superb designs and superb brands and promotions, but the UK-based company says they appear slow in following their customers who now do most of their planning online or through mobile media, in advance of their trip and not when they arrive at the airport.
Trevor Lloyd-Jones, travel writer and duty free industry analyst says there is a general recognition that the web is changing the way people make decisions about travel, and the way they search prices, duty free allowances and availability of particular duty free items around the world. “Duty free shop operators are gradually improving their online shopping websites, but overall the duty free industry has not yet come together to decide how to tackle the Internet opportunity in a comprehensive way,” he said. “The security situation with liquids and gels and talk of more tobacco sales restrictions are meanwhile increasing the requirement for accurate shopping information online. DFOA offers a platform that many duty free operators have begun to talk about,” he added.

According to DFOA, the opportunity for the travel trade now is to reach the new groups of travellers and consumers who are increasingly searching for shops and travel destinations on the net. DFOA offers the home for the travel trade and the duty free retailers to come together onboard a new portal that takes care of all the hard searching and information queries of travelling shoppers.

“There is no reason why duty free and the travel trade cannot be more closely joined up for the benefit of the consumer,” said Smith. “Sales conversion and penetration of travellers into duty free shops is still historically low. Even with walk-through shops and the new arrivals shops, the airports’ own research from Dolby Consulting and others shows that the offer is not being communicated properly or uniformly.

“The Internet can precipitate the penetration into the shop from the moment the ticket is sold,“ he adds, “because every duty free customer needs to buy a ticket first.”

For the travel trade, travel agent, tour operators and airlines, Smith says the opportunity is for ancillary revenues generated from commissions on incremental sales of traditional duty free and other new types of products.

“We are happy to provide a home for travel operators and the duty free channel to come together,” said Smith. “It is up to the players in the industry now to come forward and seize these new opportunities. People don't go on social networking sites or blogs to find their shopping information for Bali or Barbados, but it is clear they are looking for a place to go.”

“The buzz word in the travel industry is about ancillary revenues and slimmed down margins,” said Smith. “It seems that duty free is the original ancillary revenue that some of the travel industry has been neglecting for the past fifty years.“

With this new portal both industries can now affiliate to increase traffic and revenues.

Directing your customers to your competitors would go against the grain for most retailers, but, then again, Asos is no ordinary retailer.
Yesterday, the rapidly expanding online fashion specialist announced that if it could not provide that must-have item, it would happily tell customers where they could get it — preferably, but not necessarily, for a commission.
Nick Robertson, the chief executive, said: “Asos is becoming not just a store, but a fashion destination. That’s the aggregator model — presenting fashion to customers that we think is fantastic but we won’t necessarily sell.”
He admitted the move was [counter-intuitive, but added: “If we don’t find it for them they will disappear off to buy it, so we might as well earn a commission.”
Mr Robertson would not be drawn on particular retailers or labels and he did not rule out linking to other store’s products without commission. “The driving principle isn’t just to make money — it’s more to engage customers,” he said.
Websites such as Polyvore and Shopstyle allow shoppers to browse and buy items from multiple retailers on a single site. On Polyvore, users create their own outfits — paper doll-style — while users of sites such as Shopstyle can browse hundreds of brands by product type. The popularity of these portals among fashionistas and the online arrival of big-name labels have been cited as the main challenges to Asos.
Shares in Asos yesterday soared 95½p, or 15 per cent, to 728p as it reported pre-tax profits of £20.3 million and improved sales growth this year. Sales rose 58 per cent in the nine weeks to May 31.

The ship has been sent there by the British Government to rescue travellers stranded by the volcanic ash crisis. Over 2000 stranded tourists boarded the ship today, some of the travellers had been "touring" Spain by coach for over 4 days until the new liner offered them a way home.

Cabinet has approved amendments to the Duty Free Shopping Act, thereby allowing for the expansion of the duty free list and allowing incoming passengers to purchase items duty free.
This was disclosed by Minister of Tourism, Hon. Edmund Bartlett during his contribution to the 2010/11 Budget Debate, in the House of Representatives on April 14.
He also informed that the sales tax has been reduced from 10.5 per cent to 6 per cent, while the Customs User Fee (CUF) and Environment Levy has also been removed.
Mr. Bartlett stated that Cabinet has approved amendments to the Travel Agency Act, so as to improve the framework within which the industry operates, and ensure that they function in keeping with current international operating trends.
"This was done after broad consultation with the Jamaica Association of Travel Agents (JATA). The Ministry will continue to monitor the operations of registered travel agencies under the current Travel Agency Act and will publish the list of registered and closed agencies," Mr. Bartlett said.
Meanwhile, the Tourism Minister noted that the Ministry is continuing dialogue within the sector to review the Tourist Board Act, so as to ensure that its input and recommendations are incorporated in the revised Act.
"The revised Act, which will cover all the sub-sectors of the industry, is expected to be submitted to Cabinet for approval in the final quarter of the current financial year," Mr. Bartlett said.

Las Vegas airport to open a liquor store at arrivals.

It is reported that Las Vegas McCarran International airport wishes to open a liquor store in the arrivals area of the airport. The USA does not permit "duty free on arrival" (duty free a la llegada) at present, so this store would have to sell duty and tax paid goods to travellers.

Canada is considering introducing duty free on arrival at present, so perhaps Las Vegas is hoping for a similar change in the future. Stores in the arrivals area of airports is becoming more common and many (EU) European airports now have these shops, although rather like The USA, duty and tax free arrival shopping is not yet permitted in these Countries.

According to the British media, the new security regulations introduced for flights to The USA permit one bag only as carry-onboard baggage. The media says that this should include all purchases made "airside" in an airport for departures to America.

Duty Free Allowances: Important Information

For those who are not regular travellers, this information may be useful.

Duty Free allowances refer to the amount of different goods that each adult person can carry into a Country on their arrival, whether arriving by ship, on an aircraft or through a land border.

The Allowances do not refer to what you buy when you depart a Country, very few Countries impose a limit on what you can buy on departure, but of course, if you buy in excess of the limit of the Country to where you are travelling, then it is a legal requirement to declare your purchases on arrival and pay any necessary taxes and duties applied to your goods.

Some retailers will restrict what you can buy on the way out, if you are obviously buying in excess of the limits for your arrival point. Or, they will ask you to justify your purchases by presenting the boarding cards of your Group.

Most professional retailers will know the limit for your arrival destination and if in doubt ask them to contact their customer service for specifics. Likewise, the inbound Allowances are posted in most baggage halls and in most in-flight magazines. You can also find this information on numerous websites. Just put "duty free allowances" into a search engine.

The allowances generally apply to each adult traveller, rather than a Group. So if the allowance is 1 Litre of alcoholic spirits, it is not unreasonable for a Group of 5 adults to import 5 Litres between them.

Duty Free goods are generally deemed as for the personal consumption of the individual who imports the goods. But, it is normally accepted that they can be given as gifts for Family and Friends in the Country of arrival.

Duty Free allowances are not normally granted to minors under 18 years of age.

Duty Free allowances refer to your first point of actual international arrival, in other words where you actually enter another Country. They do not refer to when you are "in-transit". i.e Staying within the confines of an airport, to catch a connecting flight. This area is known as being "airside" or within the airport's Customs and Security restricted area. In effect, you are deemed to be outside a Country when you are in an airside area.

Duty Free sales are not permitted for domestic travellers or for travellers going between Member States of the European Union.* Nor can you normally buy on arrival into an EU Country from outside the EU. There is one exception, Malta.

There is a difference between what is known as Tax Free and Duty Free in many Countries.

Duty Free really means goods free of “Excise Duties”, these are special taxes imposed by Governments on alcoholic products such as Liquors, wines, beers and spirits or on tobacco goods such as cigarettes, cigars or pipe tobacco. Tax Free normally means the reduction of the sales tax, such as in The USA or VAT (Value Added Tax) such as in Europe. Goods such as Cosmetics, fragrances and gifts attract these sales taxes in a domestic market, but in most countries Duty Free shops are allowed to discount this tax.

Tax Free goods normally have a monetary allowance rather than a volume amount, but this is not always the case, particularly for Perfumes. Once again your outbound retailer should be able to advise you of the limit allowed at your destination.

Most countries around the globe have a set duty free allowance of 200 cigarettes (1 carton) and 1 Litre of Spirits such as whisky, but again ask your retailer for advice.

“Duty Free on arrival”** can make life simpler, as not only are you already in your arrival destination so the Duty Free Shop*** retailer knows exactly what you are permitted to buy, but it also removes the need to carry the goods around the globe.

What is it called "Duty Free", "Free Shop" or "Tax Free"?

The French call it "Boutique Hors Taxes", The Germans "Tax Free Shop", Unifree of Turkey call it "Free Shop", the English speaking world say "Duty Free" and also "Tax Free", Spain says "Libre de Impuestos" and a mix of English and Spanish "Tienda Duty Free". In Portuguese speaking Brazil they rarely seem to say "Livres de Impostos" but often "Lojas Duty Free" or "lojas francas".

Arrivals are known in Spain as "llegadas" but in South America "arribos". In Switzerland it is "a la arrivee". In English it is "on arrival", "at arrival", "upon arrival"

Either way, "Duty Free llegada-chegada-a la arrivee" has arrived.

Duty-free down underThere is a very simple solution to Nigel Parker's problem of having his duty-free whisky confiscated in Sydney en route to New Zealand (Ask Gill, May 9) – do not buy duty-free spirits at Heathrow.

There is a very good duty- free shop that passengers may use on arrival in New Zealand. It is much more generous than in London, in that you may purchase (under certain conditions) up to three 1.25-litre bottles per person on entry – although I have never felt the need to drink quite that much during a short trip to New Zealand.

The Swiss German media have also announced the Government Consultation Process in relation to the proposed concept of "Duty Free on arrival" at airport shops in Switzerland. It is interesting to note how in German this concept is known as "Tax Free at Arrival" but in French "Duty Free a l'arrivee". Perhaps this is just the use and interpretation for each language as in fact there is a significant difference between "Tax" and "Duty" Free.

Duty tends to refer to Excise duties levied on products like Liquors and Tobaccos, whereas Tax normally refers to local sales taxes or value added taxes (VAT/BTW/IVA) on other goods like Fragrances or Gifts. The general understanding is that the Swiss are to review the arrivals purchase scheme for both tax options.

So is it "Tax Free at Arrival" or "Duty Free on Arrival"?

No doubt the public will decide, once the Swiss Government do!

There is a great debate as to whether the innovative method of selling duty free online for delivery on arrival can really work and be managed efficiently by Operators. This is a foto of the online delivery facilities in Bangkok international airport operated by a large Group called "King Power". The facility is right next to the baggage carousel and has both a collection point for pre-order and a Duty Free shop. If this can be achieved at this location then there should be no reason why this facility cannot be made available in many airports. In Europe this method of delivery could be a solution to the onboard baggage restrictions being imposed by some low-cost airlines.

Focus on Reducing Emissions

-IATA Calls for Governments-Industry Alignment on Emissions-

Geneva - The International Air Transport Association (IATA) challenged the aviation industry and governments to bring an aligned global approach on aviation carbon emissions to the United Nations Framework Convention on Climate Change (UNFCCC) conference to be held this December in Copenhagen.

“Environmental responsibility is a core promise of aviation, alongside safety and security. But we can only deliver on that promise if governments are aligned with all four pillars of our strategy. Copenhagen will test that alignment, especially on positive economic measures,” said Giovanni Bisignani, IATA’s Director General and CEO. Bisignani made the remarks in an opening address to the annual Aviation and Environment Summit being held in Geneva by the Air Transport Action Group (ATAG).

All players in the aviation industry are united in a Four Pillar Strategy on Climate Change focused on (1) investment in technology, (2) effective operations, (3) efficient infrastructure and (4) positive economic measures.

“I am convinced that we are on the right track with respect to technology, operations and infrastructure. The fourth pillar - positive economic measures - needs our urgent attention,” said Bisignani. “Governments must move beyond punitive economic measures, such as excessive so-called environment taxes, to focus on measures that reduce emissions in a globally coordinated effort. That was the vision of the wise drafters of the Kyoto protocol. But governments are a long way from achieving it.”

The Kyoto protocol took a sectoral approach to aviation, recognising that the global nature of international aviation required a different solution than geographically fixed industries. The International Civil Aviation Organisation (ICAO) was entrusted to handle aviation’s international emissions. ICAO’s 15-country Group on International Aviation and Climate Change (GIACC) has been tasked with producing proposals and targets in preparation for Copenhagen.

“As GIACC prepares for Copenhagen, three challenges must be met. The first is to marry the unified approach of the Chicago Convention that guides ICAO with the principle of common but differentiated responsibility (CBDR) that is a cornerstone of the UNFCCC process. The second challenge is to preserve the sectoral approach for international aviation that was established by Kyoto. The third is to develop economic measures that are effective in reducing aviation’s emissions. That means replacing the growing patchwork of green taxes, charges and emissions trading proposals with a global system; allocating the funds from that system to environmental projects and treating aviation fairly and in proportion to its 2% contribution to global man-made carbon emissions,” said Bisignani.

Bisignani also highlighted the achievements of aviation in reducing emissions. “The commitment of aviation to a global and effective approach on climate change has never been stronger. The economic crisis has not shifted our vision or diminished our efforts,” said Bisignani. “This year we expect a 7.8% drop in global carbon emissions from aviation. Of this, 6.0% is from an expected drop in capacity and the other 1.8% is directly related to our Four Pillar Strategy on Climate Change, specifically improvement in technology, operations and infrastructure.”

Fuel savings: Reducing fuel consumption reduces emissions. “In 2008 IATA’s efforts saved 15 million tonnes of carbon emissions. Working side-by-side with our member airlines, IATA’s Green Teams identified savings between 3 and 12% of fuel consumption at each airline visited. We also worked with air navigation service providers resulting in 214 more direct routings and better terminal area management at 103 airports. Our target for this year is to save a further 10 million tonnes,” said Bisignani.

Biofuels: Recent successful tests by Continental, JAL, Air New Zealand and Virgin proved that next generation sustainable biofuels work. “We have made amazing progress. Certification by 2010 or 2011 is a real possibility. Biofuels may even hold the promise of improved fuel efficiency on top of the potential to reduce emissions by up to 80% over the lifecycle of the fuel. A successful biofuel industry would play an important role in energy security and could be a big generator of employment and wealth in the developing world. Commercial production should be a priority for governments encouraged by effective incentives in tax and regulatory frameworks,” said Bisignani.

“In 2007 I set out a vision for aviation to achieve carbon-neutral growth on the way to a carbon-free future. This pushed the boundaries of what people thought was possible. Twenty-two months later we are closer to carbon neutral growth than ever. We cannot, however, be complacent. We have a responsibility to secure the future of the 32 million jobs and US$3.5 trillion in economic activity dependant on aviation. We need global leadership that unites industry and governments with the common purpose of reducing emissions,” said Bisignani.

Travel Agents to sell Duty Free online?

For the first time travel agents are looking at the concept of selling duty free goods online through the pre-order method. Traditionally, Duty Free has not been sold online, nor on arrival, but the market has started moving in this direction with Operators launching their pre-order websites. Australia and New Zealand have been the leaders in this new and innovative sector of the business, but until now it seems that nobody has linked the business to major travel agents.

All Duty Free purchasers need to buy a ticket first, so this could become a new added value revenue stream for the travel industry.

With the Canadian Government now taking a serious look at the introduction of Arrivals Duty Free airports and operators are looking at ways to deal with this potential new market. At last The Travel Industry appears to have woken up to this opportunity and exploratory discussions have opened.

Who do Airports Council International (ACI) support?

The recent spat between the Airports Council Europe and Ryanair seems to have opened a division in the policy and thinking of the global trade body ACI. ACI Europe recently made a fierce attack on Ryanair with regard to their strict enforcement of carry on baggage and the effect this will have on "Duty Free"sales.

On the other hand ACI North America have a study group and apparent interest to support the concept of "Duty Free on Arrival" .

Likewise, on the ACI North America site there is an environmental paper "Minimising Aviation's environmental footprint at airports"

It seems a paradox that in Europe where alleged "Duty Free" (Travel Value) goods can be legally delivered on the ground and on arrival there is a ferocious backlash to Ryanair's attempts to control aircraft weight, whereas the very organisation that issues a paper on Aviation "Going Green" doesn't seem to wish to support such an obvious and simple green initiative in Europe.

War of Words over Duty Free in Europe.

A war of words seems to have unfolded between the European Airports Council and Ryanair over the on-board baggage issue and the carrying of "Duty Free". Mr McNamara of Ryanair has pointed out that Ryanair only fly to 5% of locations that are legally able to sell Duty Free goods, those that are outside the EU area. Whilst Mr Jankovec, the ACI spokesman, appears to be discussing the overall concept of airport shopping, sometimes known in Europe as "Travel Value".

Of course, many people buy goods in EU airports thinking they are "Duty Free", but often they are just cheaper due to low duties in those countries, like liquors and tobaccos in Spain and Portugal.

It seems that this debate will now run and run and it will be interesting to see how it evolves, but as the debate runs, the concept of delivering "Duty Free" goods on arrival at the airports gains credibility. Buying on arrival means that passengers do not have to worry about whether their purchases will fit within the carry-on baggage allowance.

There seems to be confusion as to Ryanair's strict enforcement of the one bag rule. Will aiport purchases still be allowed on board in separate bags? This is how another blog sees it?

Rules are rules, right? You are made aware of the one-bag-per-person rule when you book. However, what is not clear at present is if Ryanair will also fine you for any shopping you may have bought after you have checked in (I can't find out because Ryanair doesn't have a press department!). Presumably they will, because otherwise clever passengers will simply buy a bar of Toblerone and then unload their extra bag into the shopping bag that their purchase came in.
